What the three stamps mean
APPROVED
Process passed. Only 6 forms get green all game — each one advances the main quest.
DENIED
Process returned. Denial ≠ failure: all 5 main-chain forms progress AFTER denial. Collectors: red stamps count too.
PENDING
Process suspended. Only 4 exist, all in optional areas. Pending forms convert to approved after the ending (an easter-egg level of mercy).

No. 27, hidden. A form with no fields at all. The lore crew fought for two days over it — see Reading B.
What completing all 27 unlocks
1) The achievement Full Packet; 2) a 28th slot appears at the archive desk — for YOUR original denied V-27 (it sat in your briefcase's inner pocket the whole game, unmarked); 3) Broadcast No.9 gains a completion-only final line: "Thank you for your cooperation. You too have been filed." The community reads it as the devs' ultimate dark joke for collectors.
